Tournament Rules
5All Games Use Stop Clock
- 9U/3rd Grade Division - 2 (14 Minute Halves)
- 10U/4th Grade Division – 2 (14 Minute Halves)
- 11U / 5th Grade Division- 2 (14 Minute Halves)
- 12U / 6th Grade Division- 2 (14 Minute Halves)
- 13U / 7th Grade Division- 2 (14 Minute Halves)
- 14U / 8th Grade Division- 2 (15 Minute Halves)
- 15U Division- 2 (15 Minute Halves)
- 16U Division- 2 (15 Minute Halves)
- 17U Division- 2 (15 Minute Halves)
Beach Events: 18 & 20 min running time halves - Last minute of every half is stop clock
Extra Time:
Overtime – 3 Minutes
Double Overtime - 2 Minutes
Sudden Death(Exception for Playoff or Championship game)
Fouls:
Player Fouls Out- 6 Fouls
1-1 Bonus- 10th Fouls
Double Bonus- 13th Fouls
Game Time and Grace Period:
Each Team is responsible for being at the gym at least 30 minutes before their scheduled game. There will be a 10 minute grace period allowed for any games(subject to change per the site director). At least 5 players & a coach must be present to start a game. There will be a 3 minute warm up time before the game and 2 minutes at halftime. If court is running behind, Premier 1 Events & the Officials reserve the right to shorten the warmup time.
Time Outs:
Three timeouts (45 Sec) timeout per game. (No timeouts wull carry over to second half) One timeout in Overtime
Game Ball size:
The 28.5 official game basketball size for 9u, 10u, 11u, & 12u
The 29.5 official game basketball size for 13u, 14u, 15u, 16u & 17u
Uniforms:
All players must wear a numbered uniform that resembles the uniform worn by his/her teammates.
All players must have a home and away uniform (Site Directors Discretion)
Pressing:
Pressing is allowed for all grade levels. Exception: 3rd and 4th grades, pressing is only allowed in the second half. Additionally, no pressing in any grade level is allowed if the lead is 20 points or greater for the winning team.
Mercy Rule:
If a team is ahead by 20 points or more in 2nd half, the clock will run. If the lead drops below 15 points normal rules (stopped clock) will resume. All games will be completely played out no matter the score
Beach Events - the clock will continue to run if lead is over 20 points.
Pre-Game:
Each team will be given 3 minutes to warm up before each game. Home team is responsible for supplying the game ball. Each team is responsible for cleaning the bench area after the game has ended.
Forfeits:
If a team forfeits a game, they will not advance from Pool Play. Any team who does not show for a scheduled pool or playoff game without contacting the site/tournament director the evening prior to the game, will receive a warning. If a team receives a second warning, they will not be permitted to participate in any of our Events for the next 60 days. This rule is in place to ensure teams have the best possible experience.
Expected Behavior:
Premier 1 Events expects all players, coaches, parents, spectators, and staff to act in an appropriate manner. If a situation occurs, Premier 1 reserves the right to remove a person from the site.
Technical Fouls & Player Ejections:
Any player receiving two technical fouls will be ejected from the game and will be suspended the very next game (NO Exceptions). Any player involved in a fight on the court will be ejected from the remainder of the event (Discretion of the official)
ABSOLUTELY, no player is permitted to leave the bench during an on the court altercation. The result will be an immediate ejection of that player and a technical foul will be assessed to the head coach.
Birth Certificates or ID:
Coaches MUST confirm ALL numbers in the book prior to the start of the game. Coaches must have a copy of their roster at all times during Premier 1 Tourney's, including player name, number, and date of birth. Games will not start before the scheduled time without the consent of both teams’ head coaches.
Challenges & Protests:
Coaches must have a copy of their roster at all times when participating at Premier 1 tournaments, including the player name, number, and date of birth. Players who are found to be illegal will be ejected immediately, their coach will also be assessed a technical foul per player proven to be ineligible. Coaches are only allowed to challenge up to 3 players on the opposing team. If more than 1 player is proven illegal, a forfeit is assessed and the team is ineligible to advance. If the challenging coach is incorrect, he/she will be assessed a technical foul, multiple incorrect challenges will result in an ejection. Any protests must be communicated immediately to the official scorer's table prior to the start of the game by the head coach only.
NOTE: No player may is permitted to play for two separate organizations in the same event. A player that plays on two teams within the same organization can only play up in another age division. A player that plays on the two teams for the same organization (within the same age group) is not allowed.
Tie Breaker Criteria (In Order):
If (2) teams are tied, "Head 2 Head competition between the two teams will determine winner. If more than 2 teams are tied or teams did not play each other, then a point differential (max 15 points) will be used. Point differential will be calculated after each game for pool play. The third tiebreaker system will use total points against, and the fourth tiebreaker system will use total points scored. 5th tiebreaker system is a coin flip
Attention: Any team that doesn't complete the tournament including 3rd Place games will be subject to be omitted from future Premier 1 Events
After Each Game:
Each team is fully responsible to clean their own bench upon the completion of the game.
***In all other situations, high school federation rules apply.

AGE/GRADE REQUIREMENT RULES DIVISION
Boys

9U/3rd: An athlete must be enrolled in the 3rd Grade and cannot turn 10 until after June 1, 2025.

10U4th: An athlete must be enrolled in the 4th grade and cannot turn 11 until after June 1, 2025.

11U/5th: An athlete must be enrolled in the 5th grade and cannot turn 12 until after June 1, 2025.

12U/6th: An athlete must be enrolled in the 6th grade and cannot turn 13 until after June 1, 2025.

13U/7th: An athlete must be enrolled in the 7th grade and cannot turn 14 until after June 1, 2025

14U/8th: An athlete must be enrolled in the 8th grade and cannot turn 15 until after June 1 2025.

9th Grade – an athlete must be in the 9th grade as of October 1, 2024 & must be 16 years old or younger on August 31, 2025 or an athlete in the 10th grade that is 15 years old or younger on August 31, 2025

10th Grade – an athlete must be in the 10th grade as of October 1, 2024 & must be 17 years old or younger on August 31, 2025 or an athlete in the 11th grade that is 16 years old or younger on August 31, 2025

11th/12th Grade – All athletes must be in the 11th or 12th grade as of October 1, 2024 & must be 19 years old or younger on August 31, 2025
***Age Exception - 9U - 14U - A team is permitted to carry one player born prior to June 1 but after May 1 of the same year. That same team must communicate this exception to Premier 1 Events by email only!***
Girls

3rd Grade – a girl must be in the 3rd grade as of October 1, 2024 & she can not be older then 10 before September 1, 2025 or a girl in the 4th grade that does not turn 10 prior to September 1, 2025

4th Grade – a girl must be in the 4th grade as of October 1, 2024 & she can not be older then 11 before September 1, 2025 or a girl in the 5th grade that does not turn 11 prior to September 1, 2025

5th Grade – a girl must be in the 5th grade as of October 1, 2024 & she can not be older then 12 before September 1, 2025 or a girl in the 6th grade that does not turn 12 prior to September 1, 2025

6th Grade – a girl must be in the 6th grade as of October 1, 2024 & she can not be older then 13 before September 1, 2025 or a girl in the 7th grade that does not turn 13 prior to September 1, 2025

7th Grade – a girl must be in the 7th grade as of October 1, 2024 & she can not be older then 14 before September 1, 2025 or a girl in the 8th grade that does not turn 14 prior to September 1, 2025

8th Grade – a girl must be in the 8th grade as of October 1, 2024 & she can not be older then 15 before September 1, 2025 or a girl in the 9th grade that does not turn 15 prior to September 1, 2025

9th Grade -An athlete must be in the 9th grade as of October 1, 2024 and can be no older than 16 on or before August 31, 2025. or a girl in the 10th grade that does not turn 16 prior to September 1, 2025

11th/12th Grade – a girl must be in the 11th or 12th grade as of October 1, 2024 & she can not be older then 19 before August 31, 2025
Note:
Girls may play up in older grade divisions, but cannot play down. They must fit the grade/age requirements to play in a division or be younger and playing up. Meaning a 7th grader can play up in the 8th grade division or higher, but that same 7th grader can not play down in the 6th grade division.
